OWL ART API provides a users' discussion group for asking questions related to the usage of OWL ART API, reporting possible bugs and/or posting suggestions on future improvements of the tool.

A Developers' DG will probably follow in the next months. For the time being, if you have any question related to development of extensions for OWL ART API, you may ask them directly to its authors
